Abstract

This study aims to evaluate the impact of Indonesia's nickel downstreaming policy on national economic growth and community welfare, with a particular focus on major nickel-producing regions such as Sulawesi and North Maluku. This study uses descriptive quantitative methods based on secondary data from official institutions covering the mining, manufacturing, investment, and labor sectors. The research population includes all national datasets related to nickel downstreaming, while the sample includes selected indicators such as the contribution of the processing sector to GDP, export value, investment flows, unemployment rates, and regional welfare statistics. The sample was selected through purposive sampling. Data were collected using documentation instruments and analyzed using descriptive statistical techniques. The results show that downstreaming policies strengthen economic growth by increasing exports of processed products, stimulating industrial investment, and expanding employment opportunities. However, improvements in community welfare remain uneven due to income inequality, limited local economic participation, and environmental pressures in some mining areas. This study concludes that nickel downstreaming policies play an important role in propelling Indonesia toward a competitive and sustainable resource-based industrial structure, while emphasizing the need for better governance and fairer economic distribution.
