Pelatihan Pengadaan Barang Dan Jasa Pemerintah Berdasarkan Peraturan Presiden Nomor 12 Tahun 2021

Abstract

The government is required to make improvements in the bureaucracy to develop various policy change steps as a form of responsiveness in facing the wave of changes in government procurement policies for goods and services. Based on Presidential Regulation Number 12 of 2021 (President of the Republic of Indonesia, 2021) concerning Amendments to Presidential Regulation Number 16 of 2018 in article 88, it is stated that "Goods/Services Procurement Managers are required to have a PBJ competency certificate or basic level PBJ certificate". This provision requires every procurement actor, whether Procurement Official/Selection Working Group/Commitment Making Official, to have a basic level PBJ certificate until 31 December 2023, then a competency certificate will be implemented. This can be seen in the electronic procurement of goods/services by utilizing the e-marketplace contained in article 70 of Presidential Decree Number 16 of 2018. (Indonesian Presidential Secretariat, 2018) E-marketplace procurement of goods/services is the provision of technical infrastructure and transaction service support for ministries/institutions/regional governments and also providers in the form of electronic catalogues, online shops, and provider selection. Based on the description above, the author is interested in providing service regarding training in government procurement of goods and services. This training activity was carried out at the Grand Antares Hotel which was carried out by the Citra Mandiri Education and Training Institute in collaboration with the Regional Management Board of the Indonesian Procurement Experts Association (DPD IAPI). The training was carried out for 30 learning hours. Training on procurement of government goods/services is very much needed by the management of procurement of goods/services, where managers of procurement of goods/services in Ministries/Institutions/Regional Governments are required to have an expert certificate in procurement of goods/services and this will have a big impact if theoretical learning is combined with applicable practices.
